TIME LIMITS FOR PROVISIONAL REGISTRATION
In the twenty years since registration was established in Newfoundland and Labrador, individuals with provisional registration have had unlimited time to complete the requirements placed on them for full registration. While most people have completed their requirements within a reasonable period of time, some have not. Consequently, the board has implemented a limit on the time permitted for provisional registrants to meet all the requirements placed on them for full registration.
The time period for meeting the requirements for full registration is two years for doctoral candidates and three years for masters candidates, with the time periods commencing on the date that the candidate’s name is entered on the register. Ordinarily there are two requirements for full registration, a period of supervised experience acceptable to the board, and a satisfactory pass on the Examination for Professional Practice in Psychology(EPPP). Henceforth, candidates will have to complete their required period of supervised experience and pass the examination within the applicable time limit.
These time limits for provisional registration are being implemented in the following way:
NEW PROVISIONAL REGISTRANTS
For applicants who have been approved for provisional registration but are not yet on the register, and all other applicants, these time limits are effective September 1, 2007.
CURRENT PROVISIONAL REGISTRANTS
For current provisional registrants, the time limits are being implemented according to registrants’ progress towards meeting their requirements, as follows:
Supervised experience requirement met
For those who have successfully completed their required period of supervised experience, at their next annual renewal of provisional registration, a condition will be placed on their provisional registration under section 11(2) of the Psychologists Act, 2005, that they have one year in which to obtain a satisfactory pass on the EPPP.
Supervised experience requirement not yet met
For those who have not yet completed their required period of supervised experience, a condition will be placed on their provisional registration under section 11(2) of the Psychologists Act, 2005, that they have one year in which to obtain a satisfactory pass on the EPPP. For doctoral registrants this condition will be placed on their provisional registration at the first annual renewal. For masters registrants this condition will be placed on their provisional registration at the second annual renewal. To provide a period of adjustment to these time limits, this procedure is effective January 1, 2008.
